Legislative Affairs


The Cumberland Valley Chapter Associated Builders and Contractors is dedicated to defend and promote the merit shop construction industry. ABC is committed to developing fair and equal work opportunities in the construction industry. The Cumberland Valley Chapter keeps you up to date on government action through grass root efforts. The CVC monitors all legislative activities at local, state and national levels. The legislative committees keep membership informed of pertinent information and initiates any required activity.

ABC maintains full-time legal assistance for members on all labor issues. Legal assistance is immediate, free for first consultation on each issue and provided by a leading law firm in the labor relations field.


2009 Legislative issue: Employee Free Choice Act: Under the so-called Employee Free Choice Act, or "card check" legislation, your workers would lose their right to a private ballot in a union election, inviting coercion and abuse.

ABC strongly opposes union-only project labor agreements (PLAs) on public construction projects.

Union-only PLAs drive up the cost of construction by reducing competition for the work and effectively exclude merit shop contractors from working on projects paid for by their own tax dollars.

A union-only PLA is a contract that requires that the project be awarded only to contractors and subcontractors who agree to:

  • recognize unions as the representatives of their employees on that job
  • use the union hiring hall to obtain workers
  • obtain apprentices exclusively from union apprenticeship programs  
  • pay into underfunded and mismanaged union benefit plans 
  • obey costly, restrictive and inefficient union work rules

In West Virginia: Eric Householder, a member of ABC CVC has been elected delegate
to the 56th District.  Delegate Householder has introduced HB 2886.  The purpose of this bill
is to modify the manner in which prevailing wages are determined and alter the manner in which objections are heard.

In Pennsylvania: Our main goal for our legislative committee is also Prevailing Wage
by meeting with legislators, muncipalites, etc to educate them and try to get
the true market rate.

In Maryland: We are following SB660, Labor and Employment, Right to Work: For the purpose of prohibiting an employer from refusing to employ or continue employing an individual based on membership or nonmembershiip in a labor organiation.  Also SB661, Procurement - Required Clauses - Project Labor Agreement Prohbition: For the purpose of requiring State procurement contracts to include a clause prohibiting certain parties from participating in certain project labor agreements; and generally relating to project labor agreements and State procurement contracts.
